Rebecca Foulger is a wife, homemaker, dedicated mother of four and proven community leader with over 8 years of experience in parent and school advocacy. Serving three terms as President of the Lincoln Elementary PTA , she led successful initiatives that improved and expanded extracurricular programs, secured vital funding through grant writing, community partnerships and fundraising programs. Her leadership has brought together parents, teachers and local officials to achieve real results for families.

Rebecca’s prior experience includes 10+ years in banking and 5 years as a Stock Broker at Merrill Lynch as well as leading and sitting on various boards/committees including the Women In Business Network, the Hogle Zoo Rendezvous Committee and the Ernest & Young Entrepreneur of the Year Committee.

Rebecca is running for City Council to bring that same energy, leadership and organization to local government. Her priorities include supporting local businesses, managing responsible growth, investing in infrastructure, and keeping government transparent and accountable. She is committed to strengthening city services, supporting families, maintaining our hometown values and ensuring every resident has a voice in the decisions that shape Hyrum’s future. She’s ready to lead with integrity, responsiveness and a love for this community we all call home.
